Substitute Licensure

Requirements:

• Bachelor's degree or higher from a regionally accredited institution, or
• Applicants enrolled in an Illinois-approved educator preparation program qualify for the license with 90 semester hours of coursework.
   

Years Valid:

Substitute Licenses are valid for five (5) years. 

Limitations:

Can serve in place of a contracted teacher for up to 90 days, or in an emergency situation, for up to 30 days when no teacher is under contract with the district; unless the district received approval of an extension from the ROE/ISC.

Cost:

There is a $50 application fee* + $60 initial registration fee.

Renewal:

This Substitute License is renewable every five (5) years with a $50.00 registration fee.

Requirements:

60 semester hours of coursework from a regionally accredited college or university.

Years Valid:

Short-Term Substitute Licenses expire on June 20, 2028.

Limitations:

Can teach up to five (5) consecutive days per licensed teacher.

Cost:

There is a $25 application fee* for a Short-Term Substitute License.

Renewal:

Short-Term Substitute Licenses are not renewable.

How do I apply for a Substitute License?

A Substitute Teaching/Short-Term Substitute Teaching License is applied for in the Illinois State Board of Education (ISBE) Educator Licensure Information System (ELIS).

Where do I send my documents?

While the system recommends that you have your official transcripts showing college coursework, the ParaPro assessment/WorkKeys score report(s), and high school diploma/transcript or GED certificate sent to ISBE in Springfield, we strongly suggest that you send your documents to the Kane County Regional Office of Education (ROE) instead.

Where can I register for required content area tests?

All Illinois content area tests can be registered through the Illinois Licensure Testing System (ILTS). Visit the Illinois Licensure Testing System website.

What if I have a pending position?

Because this license can take a few weeks to issue, if an administrator within the district is interested in hiring you, we can request a RUSH on your evaluation for the license on your behalf. This RUSH can only be sent after you apply for the license/approval in ELIS and have submitted all of the required documentation to the ROE.

After we request a RUSH, it can take up to a week for the license to be issued. ISBE will send you an automated email when the license/approval has been issued, but we strongly recommend that you check your ELIS account periodically for updates.

What happens after my license issues?

Once your Substitute or Short-Term Substitute License has been issued, you will then need to register it in Kane County (31-KANE ROE) so that your license will be considered valid for employment within our district. For assistance with completing this process, please see the How to Guide.

NOTE: 

• The initial registration fee for your license will be $60.00 (fee for current school year and 5 additional years).
• Subsequent renewal/registration fees will be $50.00.
• After the application fee, there is no registration fee due for a Short-Term Substitute License.
